An invite creates a new account. Somebody who already has one is changed further down this page instead — moved to another role, or disabled.

Everybody with an account
Somebody with a depot role and no depot set is shown no buses at all, rather than the whole state's; a driver with no bus set receives no instructions. Only an administrator can set either, on purpose.
